Represents default settings that apply to all jobs or steps in a GitHub Actions workflow.

Defaults provide a way to set common configuration that will be inherited by all jobs in a workflow or all steps in a job, reducing duplication and ensuring consistency. Currently supports default run settings like shell and working directory.
