A workflow step that sends a repository dispatch event via the GitHub API.
Repository dispatch events allow you to trigger workflows in the same repository or external repositories programmatically. This step uses the GitHub REST API to send a POST request with a custom event type and optional payload data. The receiving repository must have a workflow configured to listen for repository_dispatch events with the specified event type. This enables cross-workflow communication and external triggering of automated processes.
