True when the Control surface should offer the notification-permission snackbar for the keep-alive foreground service: server running, host opted into the service, host declares POST_NOTIFICATIONS, grant still missing. Computed by the full adapter's KeepAliveGate; defaults to false so every other adapter and fake is unaffected.
