Type discriminator of an Assignee. Assignee 的类型区分。

The host system's AssigneeResolver converts ROLE and DEPT values into concrete user ids at runtime.

宿主系统的 AssigneeResolver 在运行时把 ROLE / DEPT 解析成具体的 userId 列表。
